Had success changing the blower motor resistor but now cant direct air to defrosters.Where to start? Fuse?

Nope,it doesnt switch at all,thats the problem.Its kinda stuck on the blow on the floor position.Did I read those controls are activated by vaccum lines?Thanks for the response.-Stoney-
